Higher Education Priorities for Universities in Gaza

We are in a battle for the future of higher education in Gaza. The destruction of our universities can only be reversed through sustained commitment from international partners.

A Call for Sustained Commitment

Such pledges send a clear message to Israel and the international community that attempts to erase our institutions will not succeed, and that there will be a future for our colleagues and students.

The Emergency Committee of Universities in Gaza was established in June 2024 in response to the urgent call from academics in Gaza to coordinate international support to reopen and sustain higher education in Gaza.

Al Aqsa University, Al Azhar University-Gaza, and the Islamic University of Gaza have jointly articulated the priorities below. They are presented without ranking.

Category 1

First: Institutional survival and recovery needs

These priorities concern safeguarding universities as functioning public institutions, maintaining core operations, and enabling phased recovery and rehabilitation.

Reconstruction of university buildings and core infrastructure

Universities require reconstruction to restore safe, functional campuses and enable a return to in person teaching, research, and student services.

Priority needs include:

  • Rebuilding teaching facilities, laboratories, libraries, and administrative buildings
  • Restoring essential utilities and campus infrastructure

Urgent financial and operational stabilisation

The collapse of Gaza's economy and tuition income has placed universities at immediate risk of institutional failure. Stabilisation support is required to sustain core functions, retain staff, and maintain academic delivery.

Priority needs include:

  • Core funding for staff salaries and essential operational costs
  • Direct institutional support mechanisms coordinated with university leadership

Scholarships, student support, and fee relief

Students must be able to remain enrolled in their Gaza universities. Support to students is inseparable from support to institutions.

Priority needs include:

  • Scholarships covering tuition, fees, and essential needs for students enrolled at Gaza universities
  • Debt and fee relief for graduating students to enable degree completion

Taawon's Isnad Programme is a collective fundraising campaign supporting university students in Gaza to continue their education.

Equipment provision and institutional rehabilitation

Beyond buildings, universities require essential equipment and the rehabilitation of systems required for institutional function.

Priority needs include:

  • Provision and replacement of essential equipment, including laboratory and IT equipment
  • Restoration of administrative systems and student services
  • Rehabilitation of priority facilities as identified through verified assessments

Second: Academic continuity and partnership needs

These priorities concern sustaining teaching and learning, protecting academic integrity, and enabling cooperation that strengthens Gaza's universities as institutions of knowledge production.

Teaching continuity and academic infrastructure support

Maintaining instruction requires reliable technology, platforms, and academic resources.

Priority needs include:

  • Student and staff access to devices and connectivity support, including laptops and internet access solutions
  • Institutional access to platforms and software that enable online delivery and assessment, including learning environments, video conferencing tools, and academic integrity systems
  • Virtual laboratories and discipline specific tools that support practical components where feasible

  • Research resource access and sharing, including libraries, journals, databases, and research software
  • Collaborative research engagement, including co-authored work, mentorship, and participation in research networks
  • Joint and funded research projects aligned with Gaza's institutional and societal priorities
  • Virtual fellowships and visiting roles that maintain institutional affiliation and contribute to departmental capacity

Institutional partnerships

Partnerships should strengthen Gaza's universities as institutions, including during displacement and recovery.

Priority needs include:

  • University to university agreements, including twinning and structured partnership frameworks
  • Departmental partnerships that support programme continuity, curriculum development, and staff development
  • Visiting fellowships and exchange models that are coordinated with Gaza universities and designed to sustain institutional capacity

Sectoral response and coordination

Effective support requires coordination across the sector and alignment with Gaza university priorities.

Priority needs include:

  • Participation in coordinated mechanisms that support Palestinian higher education and reduce duplication of efforts
  • Engagement through national or multi institutional partnership frameworks, including models such as UKPal and NorPal, where aligned with Gaza university priorities

Support for Palestinian students' right to education

Mobility support should protect degree progression and institutional continuity, and be coordinated through Gaza universities wherever possible.

Priority needs include:

  • Temporary placements at host institutions while maintaining enrolment and affiliation with home universities
  • Credit recognition pathways coordinated with Gaza universities to enable progression and completion
  • Support for online continuation of study through Gaza institutions wherever feasible
